A website can be absent from a relevant Google result for several different reasons. The useful starting point is to identify which one applies to the page and the search a customer is making, rather than assuming there is a universal fix or a guaranteed ranking outcome.
Check whether search engines can find the page
Start by confirming that the important page is accessible, uses the intended canonical URL and can be indexed. A sitemap, page title and can help communicate information, but they are not a guarantee of inclusion or position. Search Console and Google's URL Inspection tools help separate a crawl or indexing problem from a relevance problem.

Make the page useful for the customer’s task
A service page should explain the actual offer, who it is for, the evidence behind it and the next step. That gives a searcher useful information to assess and gives search systems clear text to retrieve. Search intent is a useful writing lens, but no single wording pattern automatically earns a result.

Treat local visibility as a separate eligibility question
For a business that serves a local area, accurate location and service information can help a customer decide whether to contact it. A Google Business Profile should only be created when the business is eligible and it must use genuine trading details. A home address is not a substitute for an eligible public office.
