A small Google Ads budget can be useful for a controlled test, but it cannot promise enough traffic or profitable leads on its own. Start with one clear offer, define the action that matters to the business, and use the first spend to learn about demand, query quality and the page’s ability to generate an enquiry.
Choose a narrow commercial question
Use search terms that clearly relate to the service and the place you can serve. Group closely related queries with relevant ad copy and a matching destination page. Broad keywords may be appropriate in some mature accounts, but they should not be the default for a new small-budget test without search-term review.
Measure an action that matters
Track the completed action that the business can follow up, such as an accepted enquiry, purchase or confirmed call where the platform and local setup support it. A click is useful diagnostic information, but it is not the same as a lead. Explain the measurement choice and consent handling before using it to optimise a campaign.

Review before expanding spend
Keep the initial structure simple enough to understand. Review actual search terms, spend, clicks, accepted enquiries and the quality of sales conversations before changing bids, adding campaigns or increasing budget. A test with too little qualified demand can be inconclusive; it is not evidence that a larger budget will solve the underlying offer or landing-page problem.
